This is a pre-event specially organized to carry the momentum up to the main event. All are invited to participate in the contest which depicts the notions of Accessible Tourism in a variety of ways.
1. OBJECTIVES
People with disabilities (PWDs) and the elderly who have mobility impairment have the same motivation to travel as the rest of the population. There are many people who experience reduced functioning, including the elderly and the disabled. This huge group of people have the desire to travel and see the world just like everyone else. In fact they will constitute a rapidly growing consumer market if the products, services, destinations are adequately adapted to their needs. This competition aims to highlight the existence of Accessible Tourism that will draw attention to this niche market in the tourism sector and to advocate for the removal of architectural and transportation barriers that prevent PWDs from sharing fully in all aspects of our society including going for tours.
2. ELIGIBILITY
The Competition is open to all EXCEPT employees of the organisers. Background of the film may be located worldwide.
3. PARTICIPATION
Participation in the Competition may either be as an individual or in a team.
4. COMPETITION ELEMENTS
The contest consists of the following elements:
4.1 The Film
a. Participants may submit only three (3) entries. Only one (1) entry will be shortlisted for the final round.
b. Maximum duration of the film is one (1) minute.
c. The film should convey a message on ability of the elderly and disabled enjoying Accessible Tourism and contributing to the development of national economic.
d. Background of the film has to be in any countries. e. Participants could use mobile phone or camera for recording their film. Minimum 640px(W) x 480px(H), and must be submitted in one of the following formats: MPEG, AVI, WMV or QuickTime/MOV.
f. Language preferable in English, if other languages are used, English subtitles are compulsory.
g. The film must not contain the following: – Sensitive topics regarding race/religion/political agenda and etc. – Any other topics that may contain elements which are sensitive in nature.
h. Participants will upload their video using their YouTube account and indicate the link for the video to the Organiser (in the registration form).
i. The Organiser will then short-list 30 of the selected \ Participants (the “Finalists”) for the final stage (“the ICAT 2014 Facebook Stage”).
4.2 The ICAT 2014 Facebook Stage At this stage, the Organiser will upload the shortlisted films to the ICAT 2014 Facebook Fan page before September 7, 2014. Once uploaded, the public will be able to view and vote for the films by clicking on the “Like” button.
*IMPORTANT: Only those who “Like” the ICAT 2014 Facebook Fan page will be able to vote for the videos.
- 30% of the overall scores will be judged based on the number of “Likes” that they receive for their videos on the ICAT 2014 Facebook Fan page.
- Another 70% of the overall scores will be based on the decisions made by a panel of judges selected by the Organising Committee (“the Judges”). The judges will award marks to the Finalists based on the judging criteria (as defined in Rule 9 below).
- The top ten winners will receive their awards during The 5th International Conference on Accessible Tourism (ICAT 2014).
5. COMPETITION DURATION
Each individual or team may submit their entries from July 1st, 2014 until September 30th, 2014 only.
*IMPORTANT: Only short-listed entries will be uploaded to ICAT 2014’s Facebook Fan page to stand a chance to win the prizes.
6. SUBMISSION
a. All entries to the Competition must be submitted to and received by the Organiser before or on September 30th, 2014.
b. Completed registration forms should be e-mailed to: [email protected], Subject: Short Film Competition (ICAT2014).
c. Withdrawal: No withdrawal from the competition is allowed once the Organiser has confirmed participation from shortlisted entries.
d. Revision: Upon submission of Competition Entries, no revisions, amendments, modifications or changes will be accepted and any request for the return of the Competition Entries will not be entertained.
7. AWARD CEREMONY
ICAT 2014 ‘Tourism For All’ will be held at the following date and venue:
Date : December 4 – 7, 2014
Time : 9.00am – 5.00pm
Venue : Civic Hall MBPJ (Dewan Sivik MBPJ), Malaysia.

8. NO INFRINGEMENT
Infringement of any third party rights is strictly prohibited and will result in automatic disqualification. In the event of any claims, Participants must take full responsibility and deal with the said third party claims at their own costs. The Organiser accepts no responsibility or liability in such matters. Participants shall indemnify the Organiser against any claims or indirect, special, incidental, or consequential damages from any third party action that may arise from the Competition Entry submitted under the Competition.
9. JUDGING CRITERIA
Judging is at the sole and absolute discretion of the judges and all decisions made are final. Judging will be conducted based on the following criteria: Content as defined in Rule 4.1.a Clarity and style Accuracy of content topic(s) Ability to engage and hold audience attention Creativity & originality Others.
10. WINNERS
Winners are entitled to a free participation in ICAT 2014 ‘Tourism For All’ conference, Certificate and the following Cash prize::
1st Prize : RM3000.00
2nd Prize : RM2000.00
3rd Prize : RM1000.00
4th Prize: RM500.00
5th Prize: RM500.00
11. OWNERSHIP
By entering the Competition, the Participants agree to provide the Organiser with the right to use the Competition materials for showcasing any and all works produced by the Participants under the Competition for the Organiser’s promotional purposes. The Participants further agree that the Organiser reserves the right to use the Participants’ name in connection with such promotional uses, but shall have no obligation to do so.
12. LIMITATIONS ON LIABILITY
The Organiser, its group of companies and its employees hereby disclaim any and all liabilities that may arise in connection with the Competition Entries. Further, the Organiser and its employees shall not be held responsible for any Competition Entries that are lost or damaged in transit. Competition Entries are automatically rejected if they are incomplete, unreadable, damaged, or otherwise not in compliance with the Competition Rules and Regulations. The Organiser reserves the right to cancel, terminate, modify, suspend or extend the Competition at any point of time.
13. DISPUTES
As a condition of participating in the Competition, the Participants agree that any and all disputes which cannot be resolved between the parties, and causes of action arising out of or connected with the Competition, shall be received individually, without resort to any form of class action, exclusively before a court located in Malaysia having competent jurisdiction.
14. AGREEMENT
By submitting a Competition Entry and therefore participating in the Competition, each Participant agrees to be bound by and abide by these Rules and Regulations, including any amendments, modifications and/or interpretation of these Rules and Regulations, as well as decisions made by the Organiser.
